http://creativecommons.org/about/license/ discussion of CC-by vs cc-by-sa vs gpl.   what each means, and when each has uses... anything else?

There is a lot to get into in a discussion of licensing.  Really it comes down to the purpose for the creation of some content.  What license is chosen is really dictated by the reason content or code is created and the motivations behind it.

There are many reasons we choose what we did for instance, and our wiki has the discussion on it (link eluding me atm).  Similar projects have all had this discussion at one point so it all boils down to the individual goals of the projects themselves and the people creating them.
